Minutes of the February 09, 1999 Meeting
Present: All Committee Members
S. Heinrich called the meeting to order at 7:30 P.M. He introduced
Jennifer Heinrich, who was running unopposed for the vacant two year seat.
Approval of Prior Minutes
On a motion from T. Koenig, seconded by W. Morrison, the public minutes
of November 10, 1998 were unanimously approved.
On a motion from T. Koenig, seconded by D. Miller, the non-public minutes
of November 10, 1998 were unanimously approved.
On a motion from W. Morrison, seconded by D. Miller, the minutes of
November 19, 1998 were approved four in favor, one abstention with the
following corrections:

Page 1, Paragraph 3 -"W. Morrison also suggested that the plan be tempered
in light of the fact that technology is rapidly changing."

The spelling of "Harron" Cable was also corrected throughout the minutes.
On a motion from T. Koenig, seconded by D. Miller, the minutes of December
12, 1998 were unanimously approved with the spelling of "coax" corrected
each time it appeared.
On a motion from T. Koenig, seconded by D. Miller, the minutes of January
12, 1999 were unanimously approved with the following corrections:

Page 1, Meeting with K. Coleman -Paragraph 1: Other issues raised were
capital reserve funds, land surveys and "school-buildable" land, immediate
versus long..."

Paragraph 2: "regarding flexible options for future district utilization.
Another issue to be discussed would be better assessment of where..."
On a motion from W. Morrison, seconded by S. Heinrich, the minutes of
January 19, 1999 were approved four in favor with one abstention with the
spelling of Harron Cable corrected throughout the minutes.
Statement of Support for High School Addition
The consensus of the committee was to have a press release or letter to
the editor instead of a press conference. The release/letter should
include a
synopsis or summary of the major points of the following issues:

committee was unanimous in support
-
12 month effort/short time line
-
involves new classrooms to improve existing educational space or better
utilize current educational space.
-
increase in dedicated storage which will free up educational space currently
used for storage.
-
cost of instructional space
-
3 different groups (plus original space needs committee) recommend additional
space
-
sprinkler system must be included
-
window replacement eligible for 30% state aid by being including in proposal
-
point to the PBC website for space report and PBC minutes for more information
-
need for educational space is critical
The committee had questions about how and when the 30% state aid was paid.
The clerk was asked to get more information on this for possible inclusion
in the news release. Members suggested that a picture of the building or
a photo of the committee with the model should be included. Additionally,
members wanted to coordinate with any public relations campaign that the
School Board might be planning. Otherwise, the committee decided
to put something in the newspapers the week of March 2. Members felt
the biggest concern was getting people to vote. They felt the best
tactic to pursue was to make voters understand the importance of voting
in order to pass the bond; telling people in a positive way that their
votes are needed in order for the addition to pass and that Merrimack could
be the first SB2 town in the state to pass a bond. By consensus the
committee decided to have a draft release e-mailed to all members for approval
before being sent to the various local papers.
Other Business

D. Miller had several questions regarding the track bids, and the paving
capital reserve funds. He also wanted to know if anything had been
done about fencing around the Overton property. The clerk was asked
to contact Scott Isabelle for further information.

W. Morrison told the committee that the PBC website has been updated and
includes maps of both Mastricola Middle School and Merrimack High School.
The clerk was asked to find out if the NESDC High School Space Needs report
and/or elementary school maps were on disk or could be scanned for inclusion
on the PBC website.
On a motion from T. Koenig, seconded by W. Morrison, the committee unanimously
voted to adjourn at 9:20 P.M.
